The chances of getting my ship blown up is very high. Not to mention the expensive implants that I have, that may all go down the drain if they decide to pod me, which is very likely too.
As you put it, the risk in getting millions of ISK destroyed, is not worth the few ISK that I get for completing missions in low sec.

Considering that I have lost a Dominix for trying to complete a level 4 mission in low sec, I would say no they are not over-stated.
The chances of getting blown up in low sec is quite high.

I would say no.
Even if players know how to reduce risk such as aligning your ship, checking ship and pod kills on the world map, etc, it is still too much of a hassle to do. The rewards for missioning in low sec is just too much trouble for that few extra ISK.
Better to do missions in high sec where you don't need to check extra stuff.

Have insurance policies that cover modules and even implants on your character.
The number one reason that people don't want to do missions in low sec is because they don't want to lose their expensive ship, modules and implants.
If you can reduce or mitigate that risk through insurance, people may be more willing to "lose" their ship in low sec.

Yes it is very possible.
Increase the rewards of missions in low sec by a HUGE amount, compared to high sec missions. Make it worth doing missions in low sec. Why do missions in low sec with risk, when you can do missions in high sec whose rewards are only slightly less, but with NO risk?
Reduce the risk of losing ships in low sec through insurance. If people can recover most of their losses through insurance, people would be more willing to risk little for big gains.
As of right now, people risk BIG in low sec with very little gains.
